DEAR ACLU FRIENDS,

We write to tell you about an ordinance that will be presented for the
first time at the Urbana City Council meeting Monday Dec. 16 at 7 pm. Ordinance
No. 2024-12-042: An Ordinance Establishing Approval, Policy, and Reporting
Requirements for Police Surveillance Technology is intended to encourage
more transparency if and when the Urbana Police Department (UPD) wishes to
acquire surveillance technology. The ordinance would require City Council
approval to acquire any surveillance technology and the process would also
require adequate time for public comment. While the ACLU is not directly
opposing the acquisition of surveillance technology, we do feel strongly
that it should be acquired only with public consent and should include
policies that regulate its use. Most Urbana residents we have spoken with
feel strongly about protecting their private data and their civil rights
and liberties. This ordinance has been vetted by the ACLU Illinois legal
staff and you will find our letter of support attached to this email.
